No. Uber cannot pick up inside Cancun Airport: the ground transport concession belongs to the authorised taxis, and taking one would mean walking out of the grounds to the highway, which makes no sense with luggage. It does run around the city of Cancun once you are settled in, and it operates in a limited way in Playa del Carmen and Tulum; for getting out of the airport, it is not an option.
As you come out of arrivals you will find the airport's authorised taxi desks: you follow the yellow signs and pay the zone fare there. It is a legitimate option, but it means queuing with your bags at the end of a flight and not knowing the amount until that moment. What is not worth doing is taking up an offer from anyone approaching you at the exit with no uniform and no desk. Booking ahead skips the queue: the price is fixed and the driver waits at the exit with a sign in your name.
